The quote is Bond's life philosophy in a nutshell. It's made even more poignant by the fact that James is a 00. He acknowledges in the 2006 James Bond movie Casino Royale that 00 agents have a short life expectancy. Also, James Bond is a man who has many enemies. Knowing full well that his life could be shorter than most people's, he strives to make the most out of everything in life.
His life philosophy is one worth adopting.
